Sem Jacques Kloots was a son of Jacques Emanuel Kloots and Henriëtte Céleste Benjamins. Sem was a student at the First Montessorischool in Amsterdam.

Sem Jacques Kloots moved with his mother and sister Isabella (Bella) to Arnhem in 1939/1940. He went to the fifth class of the public school on the Cattepoelseweg. His father survived the war.

The Arnhem police commissioner requested that Sem Jacques Kloots, residing in Arnhem, be located, detained and brought to trial. He had left his place of residence without the required authorization. This description referred to Jews who had gone into hiding.
