Hartog van Cleef was a son of Levie van Cleef and Betje Corper. He married in Amsterdam on 10 September 1924 to Johanna Mok, daughter of Emanuel Mok and Sophia Kokernoot.

Hartog van Cleef was a diamaond polisher in Antwerp. He lived with his family in Borgerhout. About 1939 the family moved to the Netherlands.
Hartog van Cleef was arrested in 1942 and interned at the Mechelen transit camp.
