Elias Stibbe was a son of Izaak David Aron Gazan Stibbe and Magdalena Cohen. He married in Amsterdam on 23 March 1927 to Allegonda Rosetta Vorst.

Elias Stibbe was head teacher at the Herman Elteschool. This special school for Jewish children was in operation under the auspices of the Jewish Council after the Nazi prohibition for Jewish children to attend non-Jewish schools.
