The Police Commissioner of Arnhem requested that Simon de Winter and his wife Betje de Winter-Zilverberg be located, detained and brought to trial. They had been living in Arnhem. They were suspected of having changed their place of residence without the required authorization. This description referred to Jews who had gone into hiding. The Police Commissioner als asked for their two children to be located.
